He might be, but he's only a kid (19 years of age). 

 

Despite all the PL money, they are clearly operating in a different market to some of their promotion rivals.

Lad has made 2 senior apps in his career. 

 

He could be absolutely amazing, but when you are taking on someone that young, with such limited experience, it's always a bit of a risk.

The top clubs operate such vast youth systems now. The amount of "highly rated" kids on their books is ludicrous. Chelsea seem to have about 50 highly rated youngsters out on loan every year.

 

Foden aside, do City have much of a pedigree of youth products scattered across the Premier League or Championship? Genuine question - there's not many that stick out to me.

Where was Foden on loan at 19?  Nowhere he was in the first team.  He may have the potential to be a decent player but they clearly don't think he's there yet.
