That was the basis of QPR's challenge to the rules and they lost their case, hence the EFL's fines and sanctions on them today.

The "soft embargos" bit sort of gives it away I think added to the timing of the QPR announcement.

 Agree the clubs need protecting from this type of owner..

 

iIf the owner is prepared to spend his own cash(not as a loan) then he should be allowed to.

 

At no point has Chansiri indicated his cash is a loan, however him being the sole owner of the business he is free to take whatever he wishes from the business if we reach the promised land.

Any announcement around this time of year could be the football league going through all the accounts submitted for the ,ast financial year and deciding who will be embargoed from January. Would seem a bit weird to embargo clubs for the last week of the transfer window.
