It means only kids who's parents who have bought into it as a good idea are on board, instead of "oh it's free so no harm done, might as well send our kid" which detracts from the kids who are there and want to get something out of it. My kids do after school clubs, costs again are negligible but one gets extra gymnastic skills, the other extra football skills.
