Papa Johns - L1 and below. Gives everyone a decent chance of winning a trophy and the smaller clubs still have the chance of a big pay day with the FA Cup. I've said for a while that the league cup should try excluding teams playing in Europe. It would solve a lot of problems regarding fixture congestion, teams respecting the competition who are in it, with teams below the top 6 have a chance to win a trophy.
