He's not even looking in that direction though. Rashford just moves his leg to get himself in a position to protect the ball. The defender comes in from the back just as he puts his foot down. Not sure how that counts as stamping on his ankle? Rashford's foot is as high as the other guys foot - because they are just putting them down on the ground. You could argue he was clumsy, maybe.
