The reasons for him being secretive are either good or bad, we don't know. But the dude for his own reasons does not like to share too much info on what he gets up to outside his footballing life. Absolutely nowt will happen until this guy is allowed to approve the future budget. If that runs into the start of the season, we have a problem. We leave it till the very last minute to get the players in leaving no time for the opposition to scout them thus allowing us to make a decent start to the season.
