This due to H&S on the grounds that IF the ground was at capacity, we can't evacuate within the specified time. So by reducing capacity, we now can. Even though the 96% of the North, all the South and 98% of the Kop are as full with a 39000 crowd as are with a 33600 crowd. The only area that is drastically cut is the West stand.
