The rule is a minimum of 2K or 10% of the ground if capacity is below 20,000. They could well get away with only giving us the top tier as it holds 1,850 and the total capacity is only 18,439. From previous visits, if you're not near the front of that upper section even the non-restricted view tickets are pretty poor, can only just see the goal line at that end.
