What's the official capacity these days, seems to keep changing because of safety?

I think it was worked out around 29,700

home seats assuming all sections opened

Stoke are bringing just over 3,800

so a ‘sell out’ would be around 33,500

So with over 5000 tickets left we're currently looking at less than 30K?

On top of that, certain blocks can only be put on sale after consulting and getting permission from Sag and the police, AA on the south being one of them due to segregation

EE and KK are usually held back until most other sections in the South Stand are near to capacity. KK often has friends and family of the players in it. AA is the last to open on the South Stand.

On fairly rare occasions - the top of Section T on the North is opened - when all other areas are full (or about to be full) - they don't always release all the tickets on the Kop either - the severely restricted view tickets are held back until the end if required - it helps ease congestion in the gangways and when leaving the ground.

What source is that from?

I'm sure the current restrictions in the West Stand are what stoke have received as the full allocation -:

City's initial allocation of 2,420 West Stand upper tier tickets sold out on Easter Monday before a further 1,000 tickets were made available in the lower tier.

The hosts have now released a further 461 lower tier tickets, which are now available to Season Card holders and members, to bring the total and final allocation to 3,881 tickets.

West Stand Upper = 2,420
West Stand Lower = 1,461

The Kop is certainly over 11K, even with the new disabled bit at the front. The severely restricted view seats are also on sale now - maybe 10403 discounts the SRV seats?

It's from this year's safety certificate. There are more seats in the ground, but this what they can legally sell as a maximum.  Each stand has a calculation that, depending on factors, detract from the stands full number of seats.
