This seems to be becoming increasingly common and is perfectly within the rules. There are of course many more 'informal' meetings with agents where personal terms are agreed without the permission or even the knowledge of the player's current club. For example, it could well be the case that Watford might agree to pay up some of his wages to get him off their wage bill, in which case they might demand a higher fee from us. They may have said, talk to the player, see what he's willing to accept in wages and then we'll finalise the transfer fee. All guess work though and judging by the fact he has played for Watford today I would guess that neither the fee or personal terms are close. In any case, McGugan was a target of the ancien regime, not of this one necessarily. Had Watford stayed down and Gray stayed on, then doubtless things would have been different.
