Sure if there were maybe two balloons a block they would, but considering it seems like there's going to be literally thousands of the feckers, they'll just give up and say it's harmless. You may see one or two confiscations if they get their hands on the giant pénis (oo-er), but other than that I think it's safe to say that they'll be doing no confiscating.
