i think this will answer all 3 of your questions. 

I have had to read between the lines on some points . i.e. underperforming players on £60/£70K per week are unlikely to command a substantial fee. Grealish is still delivering.

Very weird if that was published in September yet it talks about "ahead of another season in the Championship." in the opening paragraph?? I think they have resolved their cashflow problems since this was published. I'm sure other articles available will show that.
