14 stadiums proposed...

2 x Dublin (Croke Park & Aviva)

1 x Belfast (new stadium)

1 x Glasgow (Hampden)

1 x Cardiff (Millenium)

3 x London (Olympic, Spurs, Wembley)

2 x North East (Sunderland & Newcastle)

3 x North West (United, City, new Everton)

1 x Birmingham (Villa Park)

Not exactly spreading it around. I get capacity is the driver for non celtic stadiums but Yorkshire / East Midlands could have at least had one instead of 2 being up in the NE or 3 in NW....

Do you really need 50k seats for Latvia Vs Slovakia or Albania Vs Iceland?

I think it would be fairer if it was 1 Liverpool Ground, 1 Manchester Ground and then 1 Yorkshire Ground. That said there is no Yorkshire or East Midlands ground that is suitable.

You dont get games like that in the euros because its 1st they have to qualify and then the groups are seeded. you need at least 35k for the smallest games if its played in UK

This probably explains it better, new Everton stadium capacity to be 52,000, Belfast 35,000.

With exception of Belfast every other stadium holds more that 40K....

The condition of Hillsborough & Elland Road most likely contributed to them not being selected. Pride Park, Bramall Lane & King Power too small...
