Is it at the clubs discretion then? I assumed all non Saturday 3pm games were available to watch

if thats the reason then its very petty of the home club to deprive those that cant go  to the ground .........

I think it is too especially for away fans who have little chance of attending . At least when the new Sky deal kicks in next season all Bank Holiday games will be available to watch.

Visiting the MFC site it seems they have their own version of ifollow called Boro Live.

‘Boro LIVE offers two forms of matchday streaming; video, and audio.

Video includes four-camera coverage of Boro matches, complete with replays and score graphics, and commentary from the BBC Tees Sport team.

Audio is commentary-only from BBC Tees Sport. ‘

The price for video is the same as ifollow £10.
