Parking infringements on the public highway are enforced the local authority/council. The police can't clamp but they can arrange to have a car towed away if it's causing an obstruction. Well that is what must have happened cause it ended up in a police compound and he couldn't get his car for a few days. Guess parking on the path was classed as an obstruction. If you park sensibly you will be fine but you should always leave enough room for a pram or wheelchair to get through or not block access to someone's property or park on dropped kerbs.
