Clubs, due to these rules, hoping to develop a good one for a nice payment from the PL for doing a job. Might take them longer to get promoted themselves though. The EFL (and Sky) should be lucky the season got played out because tbh it should have been stopped it was only to make sure they didn't loose money it got played out.
