Refereeing needs an overhaul. 2 refs and 4 assistant refs covering a half of the field each sort of thing. All mic'd up to each other and var on standby. Make being an official an actual desirable job like it is in the NFL etc. Let them explain decisions both on the fly and post game. Take away the feeling that it's players versus refs. 

 

 

It's really coming to a head now, the decisions are getting steadily worse and the VAR has , incredibly, made things even worse.

 

The officiating needs a complete overhaul as the game is downhill fast.

 

The players and managers need to do their bit by agreeing to cut down on simulation, play acting and intimidation of officials..

 

The referees and officials in turn need to agree to be more professional, fitter , open to dialogue and transparency, and to show that they acknowledge that they need to constantly improve and assess their performances.

 

At the moment you have a bunch of arrogant officials who seem to have little desire to improve , who get wound up by players and managers, who in turn disrespect and abuse the officials.

 

Get it right at the top, and it will filter through to grass roots. 

 

A starting point might be to talk to the RFU or other sports where the officiating is not aggressively challenged and constantly disputed , and try and establish why football is different.

One idea I had a while ago was that each match should have a rep from the FA/EPL/EFL or whoever, and they monitor the ref's performance in real time.  If they have a mare, they get substituted for another ref waiting on the sidelines.  It would mean huge investment in increasing the pool of refs, but it might motivate them to perform better if they know they can be substituted.
