According to Transfermarkt he signed from third tier Oxford on a free in the summer of 2017 just after they got promoted to the Championship, so if they didn't include a promotion to the PL clause, which would have seemed like a pipe dream at that point, £4k pw sounds about right. Wilder says they've made him a "generous offer" but even if that means trebling his wages he'll know that he could get at least double that again if he signs on a Bosman for another lower PL club.
