Phillips hasn't never been involved in an England set up before so I suspect it's partly Southgate wanting to see what he's like in training. Then from a cynical side Phillips qualifies for Ireland and Jamaica as well perhaps is being fast-tracked to make sure we don't lose his eligibility, unlike Lundstram who only qualifies for England.
