Cook has managed Chesterfield, Portsmouth, Wigan and Accrington Stanley, which of those teams would you have expected him to guide to a top half Championship finish given where they were when he took over? He has been successful in his last 3 jobs and has left for a better job each time. Monk got a job at a club that were on the road to Premier League stability based on the fact he was part of the fabric rather than any managerial experience and has since had jobs that when appointed he would have been expected to lead the clubs to a top half/mid-table Championship finish.
