New rule changes for next season announced

It is now a month since a ball was last kicked in the Premier League or the EFL and we are not expecting one to be kicked again anytime soon due to the coronavirus outbreak.

 

The 2019/20 Championship campaign was suspended indefinitely last Friday, with the EFL confirming that fixtures would only resume when it is “safe to do so.”

 

And while it could be some time before the campaign restarts, especially with health experts warning that the worst of the virus is yet to hit the UK.

 

The start to next season is also set to be delayed, but that hasn’t stopped the International Football Association Board (the IFAB) from announcing changes to the Laws of the Game for the 2020/21 season.

And below is a look at some of the main changes which were announced this week.

VAR

Kicking off with video assistant referees, otherwise known as VAR, the new Laws of the Game show that the word "often" in relation to an “on-field review” - the match referee using the pitch-side monitor - has been removed from the laws for next season.

 

In addition, there is also what appears to be a clear reference to the Premier League in the circular of changes to governing bodies around the world in the new Laws of the Game.

 

"Recent communication from these competition organisers signalled a positive shift towards the universal application of the protocol from next season,” it says in the document.

 

Which, in normal language, means Premier League referees will be using the pitch-side monitors on a much regular basis next season, especially to review an incident that is deemed “subjective”.

 

But in a new move that won’t please fans, the IFAB has rejected providing supporters with the chance of hearing the conversations between matches officials during a VAR review.

 

Fans in the Premier League had hoped that the football would follow in the footsteps of rugby and cricket and allow supporters the chance to hear what is being said.

 

 

Handball

For the first time in the Laws of the Game, the arm is defined for handball, with officials having previously defined the use of the whole of the arm as handball.

 

While attacking handball has also been clarified by the IFAB. Though not changed, meaning a handball relating to the goal must be one of the following three:

 

- Handball then a goal

- Handball followed by a pass then a goal

- Handball which then falls to a teammate who passes the ball, which then results in a goal

 

 

Penalty kicks

As of next season, a goalkeeper moving off his line before a kick is taken will only be punished if the penalty is saved by the keeper.

 

Should the penalty be missed, either wide, off the post or bar, or hit over, then the spot-kick will not be retaken regardless of any movement from the goalkeeper.

 

While encroachment by both sets of players, regardless of the outcome, will result in the penalty being taken.

 

If the encroachment is made by an attacking player, and the player taking the penalty misses the target, then an indirect free-kick will be awarded to the defending team.

So if a defender uses his arm to handle the ball whilst encroaching on a penalty taker who misses the

net because the goalkeeper is roaming around, the ref gets to look at the on field telly.

This is easy.

But...................................................you're not allowed to hear his conversation with other match officials.

"I missed that, did anyone else see what happened?" 

"does my hair look alright on camera?"

Why do they keep meddling with the game? Don’t even start me on the tool that decided to change the rule that the ball no longer needs to be kicked forward from kick offs. It was traditional and the new change saves about 1 nanosecond.

 

By the way VAR is ham shank.

The thing I don't get though is that encroachment only matters if the person encroaching follows up a saved pen and scores (on an attacking front).  Defender should always be penalised if the pen is missed and there is encroachment.

 

There has never been a situation where a player 17 yards away has put the keeper off!

Just not bothered...
