Does a) the player sign a contract then we register him with the EFL, or b) the EFL accept the registration, after which the player signs the contract, or c) the club and player agree a contract, which comes into operation after the EFL accept his registration. It would seem that the players involved have all agreed to join Wednesday, but all the paperwork ( ie the signing of contracts, and registration with EFL) has only now been completed, then the club can announce it officially.
