I believe they do to a certain extent in that if a club fails a P&S test at any stage then the owner has to provide guarantees/proof of funds to cover any losses incurred. I would go further. I think the owner should be able to put in what he wants but have to write off any debt to the club above a certain amount at the end of each season. Surely the simplest way of ensuring FFP is to run the business in a half decent manner and stick within the rules. An interesting thing I’ve seen banded about is a ‘bond’ that each owner has to pay prior to taking over a club that can be used to pay players, staff etc in the event of a club doing a Bolton, I.e. 5 mil for Championship, 2 mil for L1. If you just limited clubs to a first team squad of 25 players period, that would sort it. Make it that a club cant loan more than 3 players out in a season. Not just sit in reserves forever. But the top players will go to those clubs because they can offer 4 times the wages that mid table teams could offer. The only way a wage cap would work is if it was equal for all the teams with say, 3 marquee signings allowed where their salary doesn't count to the wage cap. The issue then becomes one of competing with European clubs, because if they don't get the same wage cap, then the English leagues will be drained of talent completely. A perfect example of this is rugby union, where French teams were paying quadruple what English, South African, Australian and New Zealand teams were paying and most of the talent went to go play there.
