Short of chopping off his own legs, the defender has no alternative but to make contact. It is not a case of being brought down , but deliberately ensuring that he is. Surely the idea behind the penalty is a punishment for someone causing or preventing someone from scoring, not to deliberately gain an advantage? Also, in both codes of Rugby, the Linesman or touch judge covers the full length of the field Extend the edge of the penalty area to the touchline, and nowhere outside this should offside be considered..
