Sure, Premier League clubs might have been interested, but at Hearts he gets to play with such greats as Aaron Hughes (yes, he is still playing), Steve Naismith and Christoph Berra. There's no way. Not what they can, but what they are willing to offer. If Hearts see him as possibly important first team player, and Spurs as just one of their U-23's then it makes sense. If he was a spurs’ under 23 he would still be on 10k p/w plus, with the promise of loads more if he made the step up (which, surely as a footballer, you have to back yourself to do).
