I believe that the club only get charged if they request the police to enter the ground. However as the local authority police budget is a set amount and cannot be over spent (only by a very limited amount) then as a result of the ludicrous amount spent today other elements of the service, e.g. investigation or community policing, will see cut backs in order to balance it out.
