Much later. The south stand in the picture was built 1913-15. Leppings Lane end in the photo was built roughly 1930, replacing a smaller covered standing area. Im guessing the photo is roughly 1932. I have a copy of a ,1935 Wednesday v Arsenal FAC painting, which shows the ground exactly as per this photo but with some factories on Herries Road South. So it's before 1935. That's exactly how Hillsborough was in 1958 when I started going. It changed in 1960 when demolition began for the cantilever stand. In 1900 Hillsborough was a separate town to Sheffield by the way. The painting represents a 1935 Wednesday v Arsenal FAC game. We won 1-0 I think and won the cup that year. Its nothing like how Hillsborough was in 1899. The painting appeared as a centrefold in a Wednesday programme about 20 years ago. The photo is slightly before 1935 as the factory on Penistone Road is missing. The painting was available as a limited edition print entitled "The Hillsborough Roar". I would imagine that the one that's hung in the board room is one of those prints.
