I think they use them in the league cup semi finals but even then they should do away with them. It's just not a rule that should be anywhere near football in the UK. Don't think it's used anywhere in the UK, not even the league cup. Remember Arsenal and Reading had a high scoring cup game & 90 mins was up and some foreign Arsenal players went off celebrating & chucked their shirts into the crowd. Could be wrong but I don't think it's ever been used in English competition. Edit: also used to avoid home advantage in unnecessary extra time.
