We only have to have it ready for 2018. Last time i checked, south africa hadnt finished building their stadiums for THIS years world cup yet. If theres no substance to Lees plans, we wont get the bid. Simples. However, lees plans look fairly reasonable, and theres plenty of time to get the approvals, grants, finances etc sorted. 6years, in my opinion.
